Thaksin’s friendships with then Communications Minister Montri Phongphanit facilitated his AIS company winning a twenty-year lease from the TOT in 1989–90, while his association with then Interior Minister Chalerm Yubamrung helped him gain approval to begin the nation’s first pay-TV service IBC with a twenty-year lease in 1989 from the broadcasting regulator MCOT (Mass Communications Organization of Thailand).
