Many others, including Lawrence and Oppenheimer, still worked on aspects of the project in other locations around the country. It was soon clear that the biggest obstacle would be making enough fuel. Uranium and plutonium were the only known possibilities, and both were scarce. This difficulty was magnified by the fact that a nuclear bomb needed a special kind of uranium called U-235, a form that was present in less than one percent of the more common uranium, U-238.

His advisors suggested eight possible locations, ranging from sandbars off the coast of Texas to an island in Southern California. A few places closer to Los Alamos were also considered, including the San Luis Valley of Colorado and an area near Grants, New Mexico.
