The following implementation study provides the answers to these questions. 3 Program Implementation: The Gap Between Declared Policies and Actual Practices The Begin government's approval of Yadin' s Project Renewal program in January 1979 gave the Inter-Ministerial Professional Conunittee a u thority to coordinate a single, comprehensive, locally initiated renewal process involving several ministries and the Jewish Agency.
First, Begin's initial call for a joint effort with overseas Jewry and the Jewish Agency increased the number of actors with undefined roles in an area of domestic policy previously the sole domain of the ministry. Both the agency and diaspora Jewry indicated they wanted involvement beyond fund raising. Second, the goal of eradicating slums and poverty also legitimized an active role for the Ministry of Labor and Social Affairs and other "social" ministries. 23 Moreover, several American Jewish leaders questioned the emphasis on housing and the apparent neglect of social components.
The ministry focused its renewal efforts on this program that, by 1984, operated in sixty-two of the eighty-four renewal neighborhoods. 32 In May 1980, the ministry integrated this program with Project Renewal at the local neighborhood level, which resulted in renewal funding the welfare project. Nevertheless, the ministry and not the local steering committees had final authority in budgetary matters of the program. The Ministry of Education benefited most (Hoffman et al. 1986, p. 33 In 1982/83 the agency funded 70 percent of the ministry's Project Renewal budget of $26 million.
