The Manual for Bridge Evaluation (AASHTO 2011) defines reliability index as a computed quantity defining the relative safety of a structural element or structure expressed as the number of standard deviations that the mean of the margin of safety falls on the safe side. The two commonly recognized limit states for structural design are (1) the serviceability limit state and (2) the strength limit state.
