Only with proper time can designers do a full and appropriate design, can contractors prepare their plans to do a good job and have a sensible programme. To deny time is to rush things. When we rush we get things wrong. People get injured. Provision of the appropriate time must help buildability trained personnel, to be effective, need to be trained in the skills required for the particular project.
