Breaking the Barrier 27 Five weeks after making the pitch for secondary training, G. L. Washington received a call on June 27, 1940, from Atlanta CAA regional head, Edward Nilson, who told him that Chicago was in the midst of making a strong bid for the secondary training.

Of the remaining 23 private licenses issued, 5 had expired. In its application, Tuskegee listed Joseph W. Allen, a white commercial pilot who operated the Alabama Air Service, as the instructor of flying training. Allen, with the exception of one other instructor, Don S. Porter, ran a one-man operation and was apparently eager to secure a contract under the CPTP. G. L. Washington listed William Curtis and Joseph Fuller from Tuskegee’s own Mechanical Industries School as ground school instructors.

Aviation training at Tuskegee began to mushroom, and mastermind G. L. Washington promptly hired the aforementioned George W. Allen of Pennsylvania but then realizing that the well of licensed commercial black pilots was nearly dry, Washington decided that they would have to integrate their staff. He placed an advertisement in a New York newspaper and secured the services of commercial pilot Joseph Camilleri and combination mechanic-commercial pilot Frank Rosenberg. At the end of spring 1940, director Washington had an unexpected visitor at his office—none other than Grove Webster, the Chief of CAA’s Division of Private Flying Development.
